Our views: ; Clean air; Before stopping the economy,; let's do a cost-benefit analysis

TO appease people in the northeast who will not give up their oilfurnaces or their sport utility vehicles, the U.S. EnvironmentalProtection Agency is blaming West Virginia and the Midwest for thesmoggy streets of New York and New England. The federal agencywants West Virginia to sacrifice 11,000 jobs so people in the Eastcan continue their conspicuous consumption.

The environmental agency commanded West Virginia, the second-poorest state, to cut its emissions by 51 percent in the nextdecade. Connecticut, the richest state, was spared any cuts inemissions.

That may please SUV dealers, but it ties another lead weight tothe ankles of West Virginia's ever-struggling …

No. 3 USC Makes Statement With 44-24 Win

LOS ANGELES - Southern California's youthful Trojans didn't need any last-second heroics to beat Notre Dame this year. They had too much speed, too much defense, and too much Dwayne Jarrett. John David Booty passed for 265 yards and three touchdowns to Jarrett, USC did an exceptional job containing Notre Dame's Brady Quinn, and the Trojans topped the Fighting Irish 44-24 Saturday night.

Not only did No. 3 USC put the sixth-ranked Irish away, the Trojans surely did enough to moved ahead of No. 2 Michigan in the national championship race.

Should the Trojans (10-1) beat UCLA (6-5) at the Rose Bowl next weekend, they'll probably face top-ranked Ohio State in the BCS title …

BP CEO telling Congress he's 'devastated' by spill

BP's humbled CEO told Congress on Thursday he was "deeply sorry" for the company's catastrophic oil disaster in the Gulf of Mexico. But a House panel chairman accused him of being oblivious to the risks of the company's deepwater operations.

Rep. Henry Waxman, D-Calif., told a grim-faced BP executive Tony Hayward that in his committee's review of 30,000 items, there was "not a single e-mail or document that you paid even the slightest attention to the dangers at this well."

A day after agreeing to a $20 billion victims' compensation fund, Hayward told Congress in prepared testimony that he was "personally devastated" by the April …
